Introduction


Fujairah Municipality was founded in 1969 vide local act no (1) for year 1969. The municipality is a local government organization specialized in municipal urban and rural municipal affairs. It is responsible for the provision of public services consistent with the development requirements. The municipality is an independent entity with its own organizational structure and own administrative and technical cadres to carry out their assigned duties and tasks and to achieve their objectives.


Objectives of FUJAIRAH Municipality


  • Enforcement on the growth of the urban, commercial, industrial, economic development and sustainable development as well as encouraging the launching of major projects and attracting local, regional and international investment. It also supports the development of the agricultural, animal and fishing resources, in cooperation with the concerned parties. While simplifying procedures for issuing permits such as commercial, industrial, trade licenses, land and building ownership, contractors classification, industrial land leasing, commercial and real state mortgage certifications.
  • Organization and monitoring wholesale and retail markets dealing with food stuffs, gifts, garment, electrical and electronic, instruments and equipment, sanitary, electromagnetic, telephones (all types), sports equipment, furniture, trade shops and industrial areas.
  • Attending to the infrastructure and land usage and urban planning.
  • Maintaining hygiene, public health, wild life, the protection of the environment from contamination and the establishment of reservations for marine and wild life.
  • Customer protection in cooperation with concerned the parties from commercial fraud, fraudulent sale campaigns and misguiding advertisements, and participation in creating consumer awareness on commodities and services.
  • Operation, management and development of the municipality laboratories for testing water, foods, meat, air, building material and others.

Fujairah Municipality Terms of reference


  1. Drafting local laws to organize functions and responsibilities of the municipality (i.e. the organization of engineering consultancy and building contracts, commercial licenses, fees, advertising and the natural reservations).
  2. Drafting and issuing rules and regulations, executive resolutions, conditions, necessary procedures to implement laws, regulations related to the objectives and responsibilities of the municipality.
  3. Setting conditions and procedures for issuing permits for corporate advertisements and sales.
  4. Issuing resolutions and circulars pertaining to the functions of the municipality such as issuing building permits, organizing and monitoring markets, barber shops, ladies beauty saloons, clearance sales, laboratories and automotive Abattoir.
  5. Protecting public property belonging to the municipality: and development of its facilities.
  6. Drafting health conditions for the establishments, issuing guide books for commercial licenses, guide books for procedures of land transactions, air pollution monitoring systems, and foods and environment control systems.
  7. Encouraging the industrial sector in the Emirate in coordination with the concerned parties.
  8. Urban and rural planning and monitoring implementation of projects.
  9. Coordination and cooperation with the concerned parties with regards to urban development planning, development and improvement of the infra-structure, developing the Geographical Information Systems GIS and land usage.
  10. Caring for public health and environmental safety, disposal and recycling of the refuge dumps, encouraging clean production, caring for health awareness and combating insects and rodents.
  11. Establishment and development of mechanized abattoirs, sanitary drainage systems, water, food, meat and building material testing.
  12. Development of the markets, the infra-structure, public service facilities and municipal works.
  13. Consolidation of sustained development of tourism, encouraging investment in areas of family entertainment and leisure, and urging the private sector to invest in this aspect in cooperation with parties concerned.
  14. Providing proper environment for investment in both public and private sectors, while increasing size of investment and encouraging expansion in building constructions.
  15. Setting necessary scientific methods for developing the urban and regional areas.
  16. Improving the performance of the municipality staff and enriching their skills qualifications and experiences through the provision of educational and training programs related to the municipality functions while encouraging studies and researching pertaining to the municipality fields.
  17. Raising the standard of services provided by the municipality: while simplifying the procedures and providing continued support to the branches of municipality to implement the policy of decentralization successfully.
  18. Improving the relations between various media agencies in order to implement public awareness programs and issue awareness publications (i.e. Books, pamphlets, stickers .etc).

FUJAIRAH Municipality Management


  1. Management of FUJAIRAH Municipality is led by Management and technical system and divided into a number of departments and sections and specialized sub sections, under the overall management of the Director of the municipality according to an approved structure.
  2. The system is responsible for rendering municipal services to the citizens and the residents.
  3. The director of the municipality and his deputy are appointed by a decree issued by H.H. the ruler of the Emirate, while appointment, promotion and dismissal of rest of the municipality staff is managed by the Director in coordination with the sections of the human resources department, each in his area of responsibility.
  4. The municipality headquarters are situated in the city of FUJAIRAH and has branches at Al Aqair, Masafi and al Tawyeen, performing their duties as stipulated by the Director of the municipality.
  5. Fujairah Municipality and its branches’ area of responsibility is administratively defined by the border geographically assigned by the engineering department of the Fujairah Municipality. The establishment of new branches shall be decreed by the Director of the municipality.
  6. The municipality staff and employees are subject to the civil servants of the Fujairah government system issued by Act no (1) for 1996and its amendments.
